Six officers from the Seychelles Judiciary have successfully completed an intensive two-week Capacity Building Programme in India aimed at strengthening governance, leadership, digital transformation, and public sector effectiveness, with valuable lessons expected to contribute to the Judiciary’s ongoing modernisation efforts.
Conducted from 11–22 May 2026, the programme brought together middle and senior management officials from across the Seychelles public service and formed part of a wider initiative to strengthen institutional capacity and improve public sector performance.
Representing the Judiciary were Deputy Registrar Marie Angel Barbe, Director of Human Resources Nichole Mathurin, Head of Information Technology Solomampionona Andriamiharisoa, Financial Controller Peggy Gill, Deputy Registrar of the Court of Appeal Vivienne Vadivello, and Secretary of the Fair Trading Tribunal Edwige Cadeau.

The training programme exposed participants to contemporary approaches in governance, leadership, public administration, digital transformation, institutional reform, cybersecurity, public financial management, and citizen-centred service delivery. Through a combination of expert-led lectures, policy discussions, institutional visits, and knowledge-sharing sessions, participants gained practical insights into India’s experiences in governance reform and public sector innovation.

For the Judiciary, the programme was particularly relevant as the institution continues to pursue an ambitious agenda focused on digitalisation, operational efficiency, enhanced service delivery, and organisational development. Sessions explored the use of digital technologies to improve public services, modern records management systems, strategic resource planning, leadership development, and organisational effectiveness.
The programme also provided participants with opportunities to examine innovative approaches to court administration, case management systems, and institutional reform that could support ongoing efforts to improve access to justice and strengthen the delivery of judicial services in Seychelles.
Chief among the lessons learned was the importance of adaptability, continuous professional development, evidence-based decision-making, and strategic leadership in building resilient and future-ready public institutions. Participants were able to benchmark international best practices, exchange ideas with fellow public sector professionals, and identify reforms that may be applicable within their respective organisations.
The Judiciary looks forward to the participating officers sharing their knowledge and implementing the skills and insights gained through the programme to further strengthen institutional performance and support the Judiciary’s strategic objectives.
The programme formed part of a broader collaboration between the National Centre for Good Governance (NCGG) of India and the Public Service Bureau (PSB) of Seychelles. In February 2026, the two institutions signed a three-year Memorandum of Understanding aimed at strengthening institutional capacity through structured training and international cooperation.
Under the agreement, approximately 250 Seychelles public officers are expected to receive training in areas including governance, leadership, public administration, public financial management, digital transformation, policy development, and institutional reform.
The May 2026 programme represented the first cohort under the initiative and included participants from the Ministry of Lands, Housing and Infrastructure, Ministry of Finance, Trade and Economic Planning, Ministry of Education and Human Resources Development, Ministry of Homeland Security and Civil Affairs, the Seychelles Police Force, Seychelles Defence Forces, the Department of Public Administration, the Legislature, Cabinet Office, and the Seychelles Judiciary.
The programme’s key objectives included enhancing understanding of modern governance and public administration, strengthening leadership and strategic management capabilities, promoting ethical and accountable public service, improving public policy design and implementation, increasing awareness of digital governance and emerging technologies, encouraging evidence-based decision-making, and supporting institutional modernisation and service delivery improvement.
In addition to the academic and professional components of the programme, participants had the opportunity to visit a number of historical landmarks, cultural sites, and tourist attractions across India, providing valuable insight into the country’s rich history, heritage, and development journey.
